New Delhi, Jan 15(.) Delhi Legislative assembly secretariat on Thursday issued a notice to Leader of Opposition and AAP leader Atishi in connection with an alleged breach of privilege and contempt of the House over remarks reportedly made against Sikh Gurus during Assembly proceedings earlier this month.
According to the notice dated January 15, the matter relates to the proceedings of the House held on January 6.
The Secretariat stated that despite repeated requests by the Speaker to defer discussion on pollution to the following day, Atishi allegedly continued speaking and made remarks that were considered derogatory towards Sikh Gurus.
”The incident reportedly led to pandemonium in the House and disrupted proceedings.” It added
The notice said that in keeping with the principles of natural justice, the Speaker had asked Atishi to attend the sitting and clarify her position.
“However, after she allegedly failed to attend the House sitting following the January 6 incident, the Speaker referred the matter on on January 8 to the Committee of Privileges.” It added
The Secretariat has informed that the Chairperson of the Committee of Privileges has directed Atishi to submit a written statement explaining her position on the incident. The response is to be submitted on or before January 19.
Earlier on January 12 Delhi assembly Speaker Vijender Gupta said that once the House had examined the video and initiated action based on its decision, attempts were being made to create a conspiracy.
He had said this amounted to an attack on the constitutional system. The Speaker clarified that the video was sent for forensic examination on the demand of the opposition itself.
Gupta also said that the Leader of the Opposition could have presented her side in the House. She was called to attend the proceedings on January 7, 8 and 9, but did not come, he added.
Calling it irresponsible behaviour, Gupta had said public sentiments were played with. Delhi Assembly wants complete clarity in the matter so that the truth comes out clearly, he added.
