New Delhi, Feb 10 (.) The Indian staffing industry is helping bridge inter-state migration by matching labor supply from high-unemployment states with demand in urban and industrial hubs, said a report released by Indian Staffing Federation on Tuesday here.
The report titled ‘Flexi Employment Social Impact 2026’ said that inter-state migration in India is driven primarily by work/employment addressing mismatches where local labor is scarce.
Shedding light on industrial data, it said, “In FY25, the industry added 61pc of new EPFO additions under Age group 29. Benefits include skill development, social security, wage protection and exposure to different sectors like FMCG, eCommerce and manufacturing, reducing youth unemployment (around 11pc nationally).”
The report also said that the employment market saw a notably reduced fixed-term employment preference among flexi-workforce by 13pc in 2025 which reflects lack of access to opportunities once the FTE contract ends.
Highlighting the jobs which were in demand last year, the report said, “High levels of education that cover Graduates and above, were more in demand at 63pc among the flexi workforce.”
The report presenting a distribution on gender said that women workforce participation in flexi staffing industry is at 27pc with a slight increase of 4pc from the previous year, while male workforce participation continues to dominate at 73pc.
With 10 crore migrant workers contributing to 10pc of India’s GDP staffing industry, it enables fair mobility by providing:- (i) Structured placement (ii) Reducing exploitation (iii) Ensuring access to formal jobs (iv) Rural-to-urban migration, it added.
The report said that the staffing industry ensures compliance with legal channels under the four Labour Codes (Code on Wages 2019, Industrial Relations Code 2020, Code on Social Security 2020, Occupational Safety, Health and Working Conditions Code 2020), which consolidate 29 central laws), which consolidate 29 central laws.
In 2025, the contract staffing industry generated Rs 48,215 cr in contributions ensuring protections.
